Tim Ballard's work in anti-trafficking began with over a decade as a Special Agent for the Department of Homeland Security. He worked undercover to infiltrate child trafficking rings as part of the Internet Crimes Against Children (ICAC) Task Force, helping to dismantle organizations in the U.S. and other countries. He stated that he would assume the role of a trafficker or pedophile to get the evidence needed for arrests.

This undercover work was crucial for gathering incriminating evidence necessary to initiate legal actions and arrests. Over his ten-year tenure, he played a successful role in dismantling dozens of child trafficking organizations, operating both within the United States and in multiple foreign countries. This extensive experience as a government operative gave him a unique skillset and an intimate understanding of the operational landscape of child trafficking.

In 2013, Ballard retired from his government job to found a non-profit organization focused on rescuing children from sex trafficking. He explained that he felt a private organization could do more than what was possible in his government role.
